i am sooooo confused

I am knitting a sweater, pattern says easy. knit 8 rows(garter stitch) no problem. I have 69 stitches. now pattern reads, dec 1 st each end of next and every following 10th row 4 times more, leaving me with 59 stitches. continue even until work from beginning measures 13 inches.

Then pattern reads, increase 1 stitch each end of next and every following 12th row 2 times more, leaving me with 65 stitches. I'm dont know what to do. Please explain in plain english what to do after the knitting the 8 rows. do I begin the decrease with the first stitch on the left needle or when i get to the end of the stitches on the left needle.

How do I get the 59 stitches and when increasing do i start at the 1st stitch or the last as well.

Please help!
