I'm not understanding what it mean when it ask to "continue in this way to decrease 4 stitches on next row and 12 following 10th rows.
Please help.

I am assuming that there is a decrease row before this point?
Usually what this means is that you do another decrease row in the same way as the decrease row before, but with an adjustment to the number of stitches between decreases.
Can you provide details of the decrease row that comes before this part of the instructions? If you can I should be able to translate it for you.
