Repeat pattern as established

I am knitting a poncho from the book called Ponchos and wraps a knitters dozen. I am making a cape from page 4.

I am confused with the last part of the cape. It says to "continue in stripe pattern as established until 56 rows of stripe patttern have been worked 3 times, then work first 19 rows once more. (187 rows total) - 376 stitches.

How does one work the 1st nineteen rows when row one only has 6 stitches? row 2 seven stitches.. etc.

Might this not mean repeat the first 19 rows of the stripe pattern?
